History of Downtown Thousand Oaks

Downtown Thousand Oaks is a culmination of long-term visioning, taking shape through various plans and initiatives since the 1980s.

The idea originated with the City's General Plan Review Committee, which recommended a mix of commercial and residential uses for the former Jungleland Amusement Park property in 1982. These ideas were further developed with the Civic Arts Plaza Specific Plan (also known as SP 11) in 1989 and with the Downtown Core Master Plan, developed in 2018. Following the direction of those framework documents, conceptual plans for the downtown core area have evolved over the last five years, as seen here. Similarly, the recently adopted General Plan 2045 and City Council priorities set over the last decade have consistently outlined a vision of civic, artistic, and economic vitality for the Downtown Thousand Oaks project area.
